India has said Bangladesh and Myanmar should implement a systematic process of verification to facilitate the repatriation of Rohingyas living in Bangladesh.

The neighbouring country said the UN Human Rights Council (UNHRC) should help Myanmar implement its responsibilities towards its own people, reports the UNB.

India made the opinion in its explanation prior to the vote on a resolution at the UNHRC on Tuesday.

The Council had to encourage the two countries to work together to restore normalcy in Rakhine state, said India which abstained from voting on the draft resolution.

The UNHRC adopted a resolution in which it strongly condemned the alleged systematic and gross violations of human rights and abuses committed in Myanmar, in particular in Rakhine state, notably against persons belonging to the Rohingya Muslim community and other minorities. India preferred an abstention while China voted against the resolution.

It requested the High Commissioner for Human Rights to track progress concerning the human rights situation of Rohingya people, and to provide oral updates to the Council for a period of three years.

On the other hand, China has said the international community should encourage Bangladesh and Myanmar to work together to facilitate the repatriation of refugees.

China made the observation in a debate on the human rights situation of the minority Rohingya Muslim community and other minorities in the Rakhine state of Myanmar on Tuesday in Geneva.

It said the root causes of the conflict, namely poverty in Rakhine state, should be addressed.

China condemned the violent attacks in Myanmar and supported Myanmar in upholding peace and security.

China had provided emergency assistance to both Myanmar and Bangladesh, and it took an objective and fair stance on the issue of Rakhine state.

It believed in dialogue and consultation as the only way out and China had proposed a three-phase solution.

There should be a cessation of violence and a return of stability and order, according to the UN Human Rights Council document obtained by UNB.

China, speaking in an explanation prior to the vote, said that it fully understood the challenges faced by Bangladesh, and bilateral negotiations between Bangladesh and Myanmar were the only solution to the crisis.

The signing of the repatriation instrument between the two countries was an important step forward, China observes.

‘What was now important was to create favourable conditions and a favourable atmosphere in order to implement the agreement,’ reads the Chinese observation.

On the contrary, the resolution could complicate the implementation of the repatriation agreement. ‘Based on that position, China called for a vote on the draft resolution and it would vote against it.’

Saudi Arabia and Bangladesh took the floor to introduce the text of the resolution, according to UN office.

The resolution was passed by 33 votes at the 27th special session of the UN Human Rights Council in Geneva on the human rights situation of the minority Rohingya Muslim population and other minorities in Rakhine state of Myanmar.

Nine countries, including India, refrained from giving vote while three others — China, Burundi and the Philippines — voted against the resolution.

After the adoption of the resolution, Bangladesh spoke on behalf of the Core Group of sponsors, and the United States, Egypt and Indonesia took the floor in an explanation of the vote after the vote.

Bangladesh bore the burden of nearly one million Myanmar nationals, out of which 626,000 had entered Bangladesh in the past three months.

Meanwhile, the Russian Federation shared concern about the crisis in Rakhine state in Myanmar, caused by the ‘terrorist acts’ of Rohingya terrorist fighters.

It welcomed the recent stabilization of the situation in Rakhine state, and called on all sides to refrain from actions that would further destabilise it.

‘That was the only way to find a solution for the Muslim minority in the country and to respond to the massive displacement of the population to neighbouring Bangladesh,’ said the representative of the Russian Federation during the general debate on the draft resolution.

The Russian Federation called on the Myanmar Government to establish conditions for the peaceful coexistence of all communities.
