The High Court on Thursday banned the use of all types of horns in residential and VIP areas of the capital after 10:00pm.

The court also restricted the use of horns on the roads nearby schools, colleges and hospitals, reports the UNB.

The HC bench of Justice Kazi Rezaul Haque and Justice Mohammad Ullah came up with the ban order following a writ petition filed by Human Rights and Peace for Bangladesh (HRPB).

Besides, the court set a maximum speed limit of 20 kmph for vehicles in residential and VIP areas of the capital, also after 10:00pm.

The HC also asked the authorities concerned to set up surveillance teams from Kakrail-Moghbazar to Mymensingh Road and Shahbagh-Science Laboratory to Gabtoli Road to enforce the order.

The court asked to take actions to halt production and sale of hydraulic horns in the country.

The Home Affairs Secretary and the Inspector General of Police (IGP) have been asked to issue instructions on the ban, said Manzill Murshid, a lawyer for the writ petitioner.

Deputy Attorney General Taposh Kumar Biswas represented the State.

On November 5 last, the High Court directed the government to stop the use of hydraulic horns across the country, aiming to mitigate the sound pollution.

On August 23, the court banned the use of hydraulic horns in Dhaka.

Later, on October 8, the transport owners and drivers of Dhaka were given 15 days to deposit the hydraulic horns used in their vehicles to their respective police stations.

According to the writ petition, any machine which causes sound pollution cannot be used as per Motors Vehicles Ordinance. But violating the act, different vehicles are using hydraulic horns.
