Dhaka: Some 100 projects saw no expenditure while there was zero progress in 105 in the Revised Annual Development Programme (RADP) of the last fiscal year (2014-15) although its implementation rate fared better with a 91% success rate.

This was revealed at an implementation progress review report of the RADP for fiscal year 2014-15 submitted before the National Economic Council (NEC) meeting held on Tuesday in Dhaka with NEC Chairperson and Prime Minister Sheikh Hasina in the chair.

The Implementation Monitoring and Evaluation Division (IMED) of the Planning Ministry submitted the report.

Analysing the report, it was found that the revised ADP allocation against these 100 projects in FY15 were Tk 125.80 crore of which Tk 6.21 crore were released.

This was also 0.16 percent of the overall revised ADP allocation for the last fiscal year. The report cited delay in invitation of tender bids for the newly included projects, non-responsive tenders, unavailability of project loans, delay in fund release, non-acquisition of land, problems relating to cases, revision of DPP, delay in approval of RDPP, delay in striking agreements with donors and nominal allocation as some of the notable reasons for having zero implementation progress during the period.

Talking to UNB, an IMED official said such trend indicates that the ministries and divisions concerned do not give due importance towards implementing all the projects under the ADP.

He said concentrated efforts are needed from all concerned for ensuring proper implementation of the development projects under the ADP through utmost utilisation of the country’s resources.

During the FY 15, the IMED report showed , a total of 105 projects witnessed zero real progress, or no infrastructural work, although Tk 458.31 crore were expected against these projects.

Out of these 105 projects that witnessed zero financial progress or zero real progress, Tk 1 lakh was earmarked against each of some 63 projects in FY 15, but they saw no progress.

According to the IMED, about Tk 71,143.72 crore was spent in the last fiscal year out of the revised ADP allocation of Tk 77,836.05 crore, raising the implementation rate to 91%. The last fiscal year also witnessed Tk 11,384 crore more expenditure than the FY14.

Of the amount, Tk 46,079.71 crore was spent from the national exchequer, which was 92% of the overall revised allocation in local resources. On the other hand, some Tk 22,444.24 crore was spent from the project assistance part which was also 90% of revised allocation from the project assistance part. Besides, Tk 2,619.78 crore was spent from the organisation’s own fund.

The report said out of the total number of 1457 projects in the revised ADP of last year, the financial progress of 750 projects and the real progress of some 856 projects were laudable.

Besides, the financial progress of some 330 projects and the real progress of some 238 projects were satisfactory, the financial progress of some 104 projects while the real progress of some 108 projects were somewhat satisfactory, the financial progress of some 101 projects and the real progress of some 80 projects was not satisfactory.

In the last fiscal year, some 253 projects were kept for completion by June 2015, but the overall number of completed projects summed at 240.
